The continuing practice of routine neonatal nonreligious circumcision represents an enigma, particularly in the United States. About 80 percent of the world's population do not practice circumcision, nor have they ever done so. Among the non-circumcising nations are Holland, Belgium, France, Germany, Switzerland, Austria, Scandinavia, the U.S.S.R., China, and Japan. People employing circumcision do so either for "health" reasons or as a religious ritual practiced by Muslims, Jews, most black Africans, non-white Australians, and others. There is evidence of its performance in Israel in Neolithic times (with flint knives) at least 6000 years ago.38 Jews accept the Old Testament origin as a covenant between God and Abraham,18 although it is generally agreed that the practice of circumcision in Egypt predated the Abrahamic Covenant by centuries.55 Ritual Circumcision is not germane to this discussion except insofar as the surgical ritual impinges upon accepted medical practice.65 So called "health" circumcision originated in the nineteenth century, when most diseases were of unknown etiology. Within the miasma of myth and ignorance, a theory emerged that masturbation caused many and varied ills. It seemed logical to some physicians to perform genital surgery on both sexes to stop masturbation; the major technique applied to males was circumcision. This was especially true in the English-speaking countries because it accorded with the mid-Victorian attitude toward sex as sinful and debilitating.64 The most prolific enumerator of the health benefits of circumcision was Dr. P. C. Remondino.50 In 1891 this physician claimed that the surgery prevented or cured about a hundred ailments, including alcoholism, epilepsy, asthma, enuresis, hernia, gout, rectal prolapse, rheumatism, kidney disease, and so forth. Such ludicrous claims are still disseminated and possibly believed. The book was reprinted in 1974, without change, and the Circulating Branch Catalogue of the New York Public Library (1983) listed the Remondino book, showing a publication date of 1974. One physician, writing in Medical Aspects of Human Sexuality (1974), called the book "pertinent and carefully thought out."63 Remondino was not the only one expounding such views. In 1911, Dr. Joseph Preuss, in a monumental tome, Biblical-Talmudic Medicine, claimed that Jewish ritual circumcision endowed health benefits; his sole source was Remondino46 Some espoused more extreme views; in 1910 an article in J.A.M.A. described a new circumcision clamp. The author/inventor claimed that with this device, the operation was so simple that men and women could now circumcise themselves.30 In the 75-year period (1875 to 1950) there was virtually no opposition to routine circumcision in the United States. Instead there were many articles in medical journal and textbooks extolling the practice; the issue was ignored in the popular press. Yet in the more than a century of acceptance of routine circumcision in the English-speaking countries, from 1870 to the present, no other country adopted newborn circumcision. The first serious questioning of the practice did not occur until late 1949 (in England with the publication of Gairdner's "The Fate of the Foreskin."17 which began to affect the practice of circumcision by the British. In 1963, an editorial in J.A.M.A. called the attitude of the medical profession paradoxical and confused, and admitted that the facts about circumcision were still unknown.14 This was followed by several critiques of circumcision such as those by Morgan (1965 and 1967)38 and Preston (1970).45 In 1968 Øster confirmed Gairdner's findings,42 as did Reichelderfer and Fraga,49 who presented a comprehensive study of circumcision. Yet some physicians continued to support circumcision for surprising reasons. For example, Dr. Robert P. Boland, writing in The New England Journal of Medicine in 1969, compared circumcision with tonsillectomy, calling both procedures "ritualistic," and "widely performed on a non-scientific basis." He opposed routine tonsillectomy but concluded vis-a-vis circumcision: "Little serious objection can actually be raised against circumcision since its adverse effects seem miniscule."5

Man Violated By Forced Anal Probes On "Suspicion" of Drugs - None Found (November, 2013)

According to the federal lawsuit, David Eckert was pulled over Jan. 2 after he failed to make a complete stop as he pulled out of a Wal-Mart parking lot in Deming. Police asked Eckert to step out of the vehicle, and officers said he appeared to be clenching his buttocks, so they obtained a search warrant that allowed for an anal cavity search to look for drugs. Officers took Eckert to an emergency room at a nearby hospital, but doctors there refused to perform the search, saying it was "unethical," according to the suit. So police took Eckert to Gila Regional Medical Center in Silver City, where doctors agreed to perform the search and admitted the suspect a few hours later. The suit claims Eckert was subjected to repeated and humiliating forced medical procedures, including an X-ray of his abdominal area, multiple anal probes, an enema and stool examination, and a colonoscopy under sedation. No drugs were found during any of those procedures, according to the suit. "This is like something out of a science fiction film, anal probing by government officials and public employees," said Eckert's attorney, Shannon Kennedy. Kennedy says the search warrant was overly broad and lacked probable cause, and the attorney also argued it was valid only in Luna County, where Deming is located, and expired at 10 p.m. Gila Regional Medical Center is in Grant County, and medical records show preparations for the colonoscopy began at 1 a.m. The suit names the city of Deming and three of its police officers, three Hidalgo County sheriff's deputies, a deputy district attorney and Gila Regional Medical Center and two physicians there.

Why is the practice common in U.S. hospitals and not in other countries? What does it remove and how does that affect the child? Does scientific data suggest that circumcision has benefits? What are the potential complications? How does it affect sexuality? Is it a medical procedure or a social surgery? If it's unnecessary surgery, what about contemporary bioethics principles? Through both a review of scientific literature and a discussion of the human cost of the procedure, this presentation explores these questions from the perspectives of the child, the adult survivor, the parent, and the practitioner. Ryan McAllister, PhD, is a parent, a biophysicist, an Assistant Professor of Physics and Oncology at Georgetown University, and also a volunteer who supports parents and families. Over the last 10 years he has been studying the medicalization of childbirth in U.S. hospitals. NOTE: This presentation includes some graphic slides necessary to present the procedure and anatomy being discussed. Today, most Americans think of circumcision as natural procedure for male babies. Neonatal circumcision is the most common operation carried out in the U.S. today. Nationally, rates are as high as 60%, down from a peak of 75% in the 1970s. But when compared to the rest of the English speaking world, America is unique. Great Britain, Canada and Australia have current rates of male circumcision at about 15%, whereas New Zealand is lower than 5%. In the US, the rate differs by regionally, with high rates of circumcision in the white South, but low circumcision rates among babies of Hispanic origin. Most of the rest of the Western world has retained the abhorrence of male circumcision that has existed in Europe since the time of the ancient Greeks (and as noted in the last post, some in 18th century England feared Jewish emancipation meant universal circumcision!). What happened in the US that made the procedure so popular? There are a number of reasons that brough circumcision to prominence in America in the early 20th century. 1. Stop Masturbation! Advocates were aided by the puritanical moral sentiment of the day, as circumcision was promoted as a way to discourage masturbation. (Modern surveys have actually shown the opposite to be true.) 2. Circumcision as a cure for maladies. In 1870, Dr. Lewis Sayre of New York (and vice president of the newly-formed American Medical Association), examined a boy who was unable to straighten his legs and whose condition had so far defied regular treatment. Upon noting that the boys genitals were inflamed, Sayre hypothesized that chronic irritation of the boys foreskin had paralyzed his knees via reflex neurosis. Sayre circumcised the boy, and within a few weeks he recovered from his paralysis. After additional positive results, Sayre began to promote circumcision as an orthopedic remedy, and his prominence within the medical profession and the newly formed AMA allowed him to reach a wide audience. Over the next decades, the list of ailments reputed to be treatable through circumcision grew to include hernia, bladder infections, kidney stones, insomnia, rheumatism, epilepsy, asthma, erectile dysfunction, syphilis, insanity, and a handful of other syndromes. 3. Hospitals. Compounded by cause no. 1, as hospitals proliferated in urban areas, more children were under the care of physicians in hospitals rather than with midwives in the home. Some historians have even theorized that circumcision became a class marker of those wealthy enough to afford a hospital birth. 4. Easier Surgical Procedures. The discovery in 1885 of hypodermic cocaine as a local anaesthetic made it easier for doctors without expertise in the use of chloroform to perform minor surgeries. Several mechanically-aided circumcision techniques, forerunners of modern clamp-based circumcision methods, were first published in the medical literature of the 1890s, allowing surgeons to perform circumcisions more safely and successfully. Circumcision was at a statistical height of about 75% of the country from 1950 to 1970. Today it is becoming less popular, partially because of high numbers of Hispanic immigrants, and growing opposition in the more progressive northeast and west (it remains overwhelmingly common in the South). Today, the major medical societies in the USA do not recommend routine non-therapeutic infant circumcision. This has long also been the case in the rest of the English speaking world, which has never seen circumcision rates as high as the United States.

The question is prominently featured in a new advertising campaign launched on the "no on 2" Twitter account. The "no on 2" effort claims to be a grassroots campaign against Amendment 2 in Florida. The ad shows a woman and a man with their arms linked, with a cookie slyly tucked in the man's back pocket with the quote printed on top. The Twitter account tweeted the controversial photo this weekend. "I think it's just extraordinarily insensitive to everybody," said Florida Medical Marijuana Legalization campaign manager Ben Pollara. "I was dumbfounded when I saw (it)." Pollara insists there is no connection between date rape and medical marijuana. But vote “no on 2” is standing its ground. "Amendment 2 is offensive; It's a wolf in sheep's clothing," said Javi Correoso of "no on 2" during a phone conversation. The tweet doesn't change Jay Scheiner's opinion. "I think it's a little absurd," said Scheiner, who pledged to cast his vote in favor of the Amendment 2. "I believe it's something that's going to help people, and it should be there for their use."

According to the Fort Worth Police Department, 24-year-old Wesley Lamb faces charges in connection with the incident. Lamb faces a misdemeanor drug charge and a felony charge of tampering with evidence. A tip two days ago led officers to Lamb, who was seen smoking the drug, according to the department. Lamb resigned from the department because of the incident."
