The Mass Incarceration Of The Mentally Ill

Psalm 69:33 The United States has the highest incarceration rate in the world, Its home to 5% of the world’s population and 25% of the world’s prisoners. One in 100 adults is incarcerated in the United States. One in 35 Americans is under some form of correctional supervision. There are over 7.1 million Americans either incarcerated, on parole, or on probation. Around 60% of all people incarcerated in America have diagnosed mental illness this is due to what could be called the criminalization of the mentally ill. Mass incarceration has been America’s response to poverty and mental illness. An estimated 40% of mentally ill Americans end up in the criminal justice system. 2 million people with mental illness go to jail every year, that’s ten times more people in jail than in state funded psychiatric treatment, making jails our largest provider of mental health care. Many of these mentally ill Americans are not receiving the care they need or are receiving no treatment at all for diagnosed mental health and substance abuse issues. More than half of all Americans shot and killed by police suffer from mental illness. 98.2% of all felony convictions come from guilty plea deals. This is because built into the system itself are perceived rewards for pleading out and punishments such as stricter sentencing for taking your case to trial. Once incarcerated this mentally ill prison population is subject to rampant physical and sexual abuse by both inmates and prison staff often resulting in suicide. 80,000 Americans are in solitary confinement at any given time. Solitary confinement is internationally recognized as torture. It is a practice that not only exacerbates symptoms of mental illness but has been proven to induce mental illness in otherwise healthy inmates. For most of these men and women incarceration is just the beginning of the adverse circumstances they face. Once released, they face a 50% national recidivism rate mostly due to violating the terms of their release, such as paying fines. They also suffer high rates of abject poverty, homelessness and suicide. This is due to a lack of funding for prisoner re-entry programs and state mental health care as well as the long list of other doors closed to them when they re-enter their communities. As convicted felons they are ineligible for student loans, public housing, welfare benefits and often parental rights, not to mention the social stigma and outright exclusion involved in having a felony conviction when applying for jobs, housing, and loans. This fundamentally broken system needs much more than reform, it needs a massive upheaval at every level of its structure. Mass incarceration is not a humane or viable solution for mental illness. Not just because of the high annual cost to American taxpayers, but because of the cost to the millions of Americans and their families tied up in the criminal justice system for the crime of being mentally ill in America. It’s important to remember that mental illness is a disease and like any other disease it should be treated not criminalized. It’s time to re-imagine solutions when dealing with America’s mental health.

Hedges spent nearly two decades as a foreign correspondent in Central America, West Asia, Africa, the Middle East, and the Balkans. He has reported from more than fifty countries, and has worked for The Christian Science Monitor, NPR, Dallas Morning News, and The New York Times, where he was a foreign correspondent for fifteen years (1990–2005).
